VIA Consulting Services, Inc., established in 2010, is a certified JSEB woman-owned ACEC firm specializing in Construction Engineering and Inspection (CEI) services. Operating primarily in FDOT Districts 2 and 3, we serve as both a prime consultant and subconsultant on a wide range of infrastructure projects. Our team works closely with clients such as FDOT, the City of Jacksonville (COJ), JEA, Clay County, and various municipal and utility entities across North Florida. We bring together deep expertise from government, business, and academia to ensure high-quality service and successful project delivery.

Our Team is well-versed in every facet of project management, encompassing infrastructure construction. Through our years of experience, education, and training, we can manage complex construction projects and are able to see potential issues before they become actual problems and resolve these items before they become costly delay claims, and change orders for the client. Our Team members are FDOT certified in the Construction Training Qualification Program (CTQP) in all aspects of roadway and bridge construction to ensure a high level of quality oversight. These certifications coupled with the years of field experience enable the VIA Team to provide our clients with quality construction oversight.

We are honored to be part of the team recognized with the 2025 ASHE National Project of the Year Award (Under $30 Million) for the US 301 Concrete and Asphalt Test Road Facilities. This achievement reflects the dedication, expertise, and true partnership of everyone involved from FDOT District 2 and the State Materials Office to RS&H, AtkinsRéalis, Superior Construction, and VIA Consulting Services. The success of this project was built on collaboration, open communication, and a shared commitment to innovation and quality at every stage. We are proud of what was accomplished together and grateful for the opportunity to contribute to a project that will advance pavement design, improve safety, and deliver long-term value to Florida’s transportation system.

What makes the US 301 Test Track especially meaningful is its role as the only full-scale concrete and asphalt test road facility in the Southeast United States providing a one-of-a-kind opportunity to evaluate pavement performance under real-world traffic conditions. With more than 50 distinct test sections designed to study different materials, thicknesses, surface textures, drainage approaches, and construction methods, this facility is already helping advance the future of transportation in Florida and beyond. The ability to gather long-term, real-time data from these 52 sections allows the industry to make smarter, more efficient decisions that improve durability, safety, and cost-effectiveness. We are grateful to have been part of a team that not only delivered a successful project but also created a lasting resource for innovation made possible through strong collaboration and a shared commitment to doing something truly impactful together.​

In July 2022, we secured the contract for the State Road 23 project in St. Johns County. Initiated in November 2024, this $1.9B project involves constructing a 46-mile toll road connecting I-10 and I-95, enhancing regional connectivity.

State Road 23 (SR 23), also known as the First Coast Expressway, once completed a four-lane divided non-stop toll road that will cross parts of Duval, Clay, and St. Johns counties.  Stretching through Duval and Clay counties, SR 23 offers improved connectivity, reduced travel times, and enhanced transportation options for commuters and travelers. With its modern design and strategic location, SR 23 plays a crucial role in regional transportation infrastructure, contributing to economic development and easing traffic congestion in the region.

"The First Coast Expressway is a 46-mile outer beltway starting at I-10 in Duval County, running through the heart of Clay County, and ending at I-95 in St. Johns County. Phase 2 is nearing completion and Phase 3 is underway. The full project is slated to be complete by late 2031. This expressway is creating a corridor of opportunity through our community."

RIVERS
EDGE

RiversEdge is a 32-acre mixed-use development planned to transform Downtown Jacksonville’s Southbank. The project proposes 1,170 residential units, 200,000 square feet of office space, 200,000 square feet of retail space, over 4.5 acres of public parks and public facilities, an addition to the Riverwalk, riverfront bars and restaurants, and a hotel. The streetscape is a thoughtfully designed, multi-modal system with over a mile of roadways, hardscape, and landscape, including an off-street cycle track and pedestrian loop. The streetscapes and pedestrian corridors were designed with the goal of creating a unique sense of place and branding. There are three riverfront parks, 1,900 linear feet of Southbank Riverwalk extension, 1,500 linear feet of boardwalk traversing through wetland and upland, an overland trail, and a fourth park tucked within the development. The DIA 2018 Riverwalk Design Guidelines and Activity Nodes Plan identified the RiversEdge parks to be themed as the Health and Wellness Node.
